CIVIL SOCIETY AS A SOCIO-ECONOMIC ACTOR IN UKRAINE

Abstract: The paper deals with the problem of the evaluation of the socio-economic impact of civil society organizations in Ukraine. The issue of finding ways of realization of this impact is considered as well. The author offers methodological improvements to analytical approaches and methods exploited nowadays in Ukraine to study the functioning of the organized civil society in terms of social economy and human development. The paper suggests quantitative, macroeconomic (cost-related) and predictive analysis parameters. Using the method of case studies (the case method), the author also formulates the main directions in which civil society in Ukraine manifests its socio-economic importance and responds appropriately to the present challenges. The paper justifies the market approach to the evaluation of the functioning of civil society organizations in the country. The approach suggests that civil society is able to undertake three main socio-economic functions in Ukraine. It must be considered as an innovative creator of the demand for various socioeconomic benefits, as an effective supplier of such benefits, and as a controller and a regulator of the participation of other economic actors (business entities, government institutions, households) in the consumption and the production of the socio-economic benefits. The paper specifies the given socio-economic goals and the relevant instruments for civil society within each function defined. On the basis of the analysis carried out, it is concluded that the position of civil society as an actor of socio-economic development in Ukraine has intensified substantially in the recent years.
