INNOVATIVE APPROACHES TO ORGANIZATION OF THE FAMILY MEDICINE IN THE CONTEXT OF POPULATION LIFE EXTENSION

Abstract: The purpose of this paper is to determine the innovative approaches to organization of the work of family medicine.
The key target of transformation of the primary health care (PHC) is to prevent diseases and improve the
health of citizens. Based on the statistics of the Healthcare Department of Horyshni Plavni, the indicators of
social and economic efficiency have been estimated for the work of private doctors and doctors of the Center of
Primary Medical and Social Assistance (therapists, pediatricians and municipal family doctors, as well as the
whole municipal system of healthcare). As a result of comparative analysis, it was revealed that death rates have
declined by 17 % at the service districts of private family doctors during seven years, including by 33 % among
persons of the working age; while the rates of hospitalization have declined by 60 %, calls for emergency care – by
65 %. There also was an increase in the health index of children in the first year of life by 16 %. This progress
has been achieved through the use of new approaches to selection and training of family doctors who succeeded
in developing a proper mutual trust with patients. This allowed for an increase by 10% of the number of people
who provide services to private family doctors.
Informal households’ payments for medical services have been noticeably reduced. The local budget’s
expenditures on payments for service of private family doctors are 40 % lower than payments for municipal doctors,
as there are no excessive costs of maintaining polyclinic infrastructure.
The purposefulness actuality of the systematic and priority development of the family medicine is grounded
for the government, local self-government and health care units. The recommendations for implementation of
innovative approaches in developing the family medicine are substantiated, in particular in the united territorial
communities.
