FACTORS OF INFLUENCE ON EMPLOYMENT OF POPULATION AT REGIONAL LEVEL: THE POSSIBILITIES FOR USING IN THE PROCESS OF THE FORMATION OF EMPLOYMENT POLICY

Abstract: Successful implementation of state employment policy requires the development and adoption of a long-term program aimed on building a new socially-oriented model of labor market regulation. Employment sphere reflects the degree of development and functioning of public relations because it should provides self-development and self-realization of man through labor and employment, social protection of vulnerable groups of the population. A number of important factors from the development and interaction of which depending labor market function, have significantly effects on the employment. The necessity of determining the factors of the main and indirect influence on the level of employment of the population of the region for providing an effective regional employment policy, for the selection of priority directions of its implementation at the regional level is substantiated. The expediency of taking into account the results of the assessment of the influence of these factors on the level of employment in the development of regional employment programs is proved. On the basis of classification and analysis of the factors of the main and indirect influence (on the example of the Donetsk region), the priority directions of the employment policy at the regional level are determined. It is established that in order to develop measures for increasing the employment efficiency of the population at the national and regional levels, it is necessary to study all factors affecting the employment of the population.
