MONITORING AND EVALUATION OF THE QUALITY AND EFFICIENCY OF SOCIAL SERVICES: APPLIED ASPECT

Abstract: This article deals with the practical implementation of the monitoring and evaluation of social services. The model of monitoring and the methodology that is focused on evaluation of the quality and efficiency of social services is proposed for the practical use. The specificity of expert evaluation of social services, including the criteria for the selection of experts and interpretation of expert information is analyzed. The necessity of involvement of the recipients and workers providing social services in the monitoring and evaluation of social services is grounded. Particular attention is paid to the role of the quality and adequacy of resource support for the organizations that provide social services. This approach can be included in the overall monitoring system of social services that will enable to evaluate the effectiveness of the system of social services objectively and comprehensively. It can be used at the all levels of management starting from the level of a particular institution of sphere of social service and up to the level of the Ministry of Social Policy of Ukraine.
