DEPENDENCY ON EXTERNAL RESOURCES IN THE CONTEXT OF MODERN CHALLENGES OF HUMAN DEVELOPMENT

Abstract: The article is devoted to investigation of the modern challenges of social-economic development in the context of a high dependency on external resources. As such problems of the global character of impact, dependencies on imports of mineral resources, inflow of labour force, external financial resources and innovations are grounded. The respective challenges are studies in a group of highly developed world countries, a set of indicators of monitoring and evaluation of dependency on external resources are proposed for international comparisons. The main challenges, constraining the prospects of well-balanced human development of Ukraine at the national and regional levels are studied in the context of a high dependency on various groups of resources. In particular, country’s dependency on the external fuel resources remains very high, making the treats to general prospects of economic growth and social development. At the same time, dependency of natural resources is not compensated by innovative orientation of developmental priorities and availability of own technological potential, while the progressing external debt determines the new long-term challenges. That is why the mentioned social challenges should be regarded as particularly important in the context of successful development of human potential of Ukraine, should be considered at development of policy targeted at ensuring social progress and sustainable economic growth.
