PRODUCTIVE EMPLOYMENT AS A PRECONDITION OF FUNCTIONING OF KNOWLEDGE IN THE FORM OF CAPITAL

Abstract: The article describes the author’s position on the nature of human capital as an economic phenomenon. This phenomenon, on the one hand, is the result of investment in education and training. On the other hand, it is a derivative of some economic benefit. The occurrence of this effect requires a number of preconditions, including those which are related with the need to involve the population in the sphere of productive labor. Only in this case, the generated knowledge and skills can be used in practice, will be able to provide some income to the owner, be able to purchase the signs of capital. Accordingly, the aim of the research was the justification of inadmissibly interpretation of the theory of human capital. In the basis of this interpretation is to focus exclusively in the plane of investment support of the educational activities in the absence of interest in the problems of productive employment. Argued that today, in most cases, the nature of employment of the population of Ukraine contradicts the idea of the functioning of professional knowledge in the form of capital, significantly complicates the solving of the problem of forming a favorable investment climate, leads to a negative impact on the system of education and training. It is proved that the optimization of processes in the field of employment is one of the most important preconditions of accumulation and effective use of human capital at all levels of the economic system.
