Tertiary Education System in Ukraine: the Financial Aspects of Present-day Problems of Development

Abstract: Higher education is the one of most important educational and scientific system components, as it provides training of highly skilled personnel for a national economy. The question of the development and reformation research of the Ukrainian higher education is brought up to date more in the contemporary economical crisis that coincided with the accumulation of the higher education content reformation problems and negative demographic tendencies. The modern state of higher education as an educational system component development is analyzed. The urgent problems of the development, related to the failure of the law on education especially in financing; poor material base of higher educational establishments as a result of the insufficient financing; problems of providing higher educational establishments of the students contingent as a result of negative demographic tendencies, increasing of years of studying in the general education system, choice of subjects for independent testing by entrants; to development of scientific activity are determined. Ways of the situations improvement are offered in the considered problems by optimizing the processes in the higher educational system, searching of additional financial sources, like the incomes from enterprises and organizations, the revival of scientific and technical activity of higher educational establishments.
