Abstract: At the current civilization stage, acquires decisive importance of overcoming inequality varied manifestations of which are becoming more barrier to human development. Creating equal opportunities for human capital formation and its implementation, involving all social strata of the population in public life, primarily through employment, should be the main goal of active social policy.
Key words: human potential, human development, social inclusion, social exclusion, poverty, social inequality.
