Abstract: The article argues the necessity of hierarchically differentiated consideration of diverse by significance
and nature groups of factors which influence on fertility. Such approach is the condition
for correct understanding the mechanism of the social and economic impact on fertility and
prerequisite for development of effective population policy. The main direction of forecasting
calculations must be carefully and logically thought-out sampling and instrument that would
allow the analyst to uncover latent tendencies, the logic of the demographic transition. Using
scientifically adjusted tools demographers could provide a reasonable forecast.
