ESTIMATION OF IRREVOCABLE DEMOGRAPHIC LOSSES CAUSED BY MORTALITY IN TRANSPORT ACCIDENTS IN UKRAINE

Abstract: The purpose of this paper is to make an assessment of the Years of Potential Life Lost due to premature mortality in traffic accidents in Ukraine with the conversion of the lost years into material equivalent. Based on the State Statistics Service of Ukraine data on the distribution of deaths by gender, age and causes of death and using macroeconomic indicators the author employs the method of potential demography to calculate the absolute number of Years of Potential Life Lost due to the premature death of this particular cause.
The study shows that the scope of the Years of Potential Life Lost due to premature mortality in traffic accidents came to 108.74 thousand person-years in 2015 (compared to 128.18 thousand in 2013).
A significant disproportion of the loss breakdown is revealed depending on gender: the total number of male Years of Potential Life Lost is four times higher than that of women.
Calculated in monetary terms, the amount of GDP lost due to premature mortality in road accidents in Ukraine amounted to 5 billion hryvnia in 2015, or more than $ 230 million.
The author proves the importance of road accidents mortality as a threat to public health and well-being, as well as an obstacle for the Sustainable Development Goals.
Well-grounded recommendations to minimize real and potential losses caused by transport accidents are presented.
