INSTITUTIONAL MECHANISMS FOR IMPLEMENTATION SOCIAL POTENTIAL OF DECENTRALIZATION

Abstract: In the context of theories of «endogenous growth» and «new economic geography» the experience of local government reform and fiscal decentralization in Ukraine is analyzed. The issues that are the subject of theoretical studies of spatial management of local budgets are solved through the application of multi-level research methodology of the decentralization process. It is shown that regional reform resulted in the strengthening of local budget revenues. Along with this there are difficulties in the process of financial autonomy of the new territorial structures related to imperfection of institutional mechanisms and functioning of local self-government bodies. The prognosis estimation of deterioration of communities’ association establishment as subjects of development is given. A set of measures for balancing supplies power and financial resources of the budgets of local communities are proposed. Among them the most important is to expand the tax base and measures to consolidate local budgets most important tax revenues that contribute to the reduction of social differentiation of self-governing entities. The methodological approach to local- targeted development of areas is grounded, which correspond innovative practices of financing budgets of local communities and social infrastructure.
