REGIONAL DIFFERENTIATION OF CONSUMPTION OF SOCIAL INFRASTRUCTURE SERVICES IN UKRAINE

Abstract: The article is devoted to research of modern tendencies and features of regional differentiation of social infrastructure services consumption and substantiation of directions for social guarantees providing medical and educational services in Ukraine. The present state, problems of budget support of local budgets, financial capacity of local governments and the influence of regional differentiation of consumption of social infrastructure services in Ukraine are investigated. The structure of expenditures for functioning and development of social infrastructure branches in the total expenditures of local budgets for 2003–2016 is analyzed. The dynamics of absolute and relative indicators of local budgets expenditures during the given period are analyzed, which allows generalizing the main tendencies in the country. The factors that influence the level of social services consumption by the population are revealed, trends and the level of consumption of social infrastructure services by the population of Ukraine at the regional level are analyzed. Particular attention is paid to the regional variation in the expenditure of local budgets on education and health care, which allowed identifying their factors and trends. The level of differentiation of consumption has been analyzed and the estimation of availability of educational and medical services by households of regions of Ukraine for 2009–2016 is determined. The main general problems of budgeting at the local level of social infrastructure services are determined, including the high level of centralization of administrative and financial powers in the social sphere, the lack of revenue opportunities of local budgets, the need for further implementation of innovative budgeting practices and estimation of social results of using budget funds. The article analyzes the impact of decentralization and creation of united territorial communities on the level of budgetary provision of social infrastructure sectors. The necessity of reformation the mechanism of financing of social infrastructure services and development of state social guarantees for the provision of social infrastructure services in Ukraine is substantiated.
